Acting Jakarta Governor, Teguh Setyabudi together with Jakarta City Council leaderships signed the Draft Regional Regulation (Raperda) concerning the Jakarta Provincial Budget (APBD) for the 2025 Fiscal Year.

From the legislative side, the signing of the approval of the Draft Regional Regulation on the APBD was signed by the Chairman of the Jakarta City Council, Khoirudin together with the Deputy Chairmen of the Jakarta City Council, Basri Baco and Ima Mahdiah.
In the final opinion submission report on the Draft Regional Regulation on the Jakarta Provincial Budget for the 2025 Fiscal Year, the Acting Jakarta Governor, Teguh Setyabudi expressed his appreciation to the legislative ranks for their thoroughness in reviewing the material of the Draft Regional Regulation on the APBD.

He added that executive ranks will follow and take note all suggestions and recommendations from the legislature submitted after the process of discussion, completion, and approval of the Draft Regional Regulation.
Jakarta City Council Legislator, Muhammad Taufik Zoelkifli stated that Jakarta City Budget for 2025 fiscal year is Rp 91.3 trillion.
Taufik explained a number of recommendations from the Jakarta City Council regarding the fields of government, economy, finance, development and the environment, as well as public welfare.
For the government sector, the Jakarta City Council recommends prioritizing the budget for programs that have a direct impact on public services.
"Please postpone programs that have no urgency. Allocate it for relevant and user-friendly programs," he stated.
Jakarta City Council also recommends that additional spending must be in accordance with the Budget Requirement Plan (RKB), work unit priorities, and be measurable for improving services.
"Jakarta City Council also requested an evaluation of ineffective spending that does not improve public services," he added.
For the economy sector, Jakarta City Council requests Jakarta Provincial Government to proportionally apply subsidized budget portion for Transjakarta, MRT, and LRT based on their needs.
"If the allocation is not met the necessity, then it can be allocated on City Budget 2025 Amendment," he added.
Jakarta City Council also recommends a development of rail-based transportation, namely the construction of the Jakarta LRT on the Kelapa Gading-JIS route in accordance with applicable implementation procedures and provisions. It is aimed to encourage public transportation and optimize JIS as a Meetings, Incentives, Conferences and Exhibitions (MICE) area.
Meanwhile, in the financial sector, Jakarta City Council requested that the target for the Budget Surplus (Silpa) not be set based on a certain percentage target and continue to optimize regional spending that has an impact on community welfare and development that addresses Jakarta's problems.
"Jakarta City Council encourages the Regional-Owned Enterprises (BUMD) of transportation to gain revenue from non-farebox. BUMD should not always rely on regional government subsidy," Taufik stated.
As in development and environmental, Jakarta City Council conveyed society involvement must be intensified for the bottom-up planning process. So that the community's urgent needs can be accommodated immediately.
"Jakarta City Council recommends improving planning and prioritizing the construction of sidewalks in areas integrated with public transportation modes," he continued.
As in community welfare, Jakarta City Council encourages the budget of the Empowerment, Child Protection and Population Control (PPAPP) Agency to increase the construction of Sapa Posts at points vulnerable to sexual violence such as in transportation modes, parks and terminals.
"Jakarta City Council supports the Pos Sapa program to be socialized to give benefit for residents and implement in all sub-district. At this moment, there are only 35 sub-districts running the program," he stated.
